If you have a Wordpress Redirection plugin, try disabling it. If it still doesn't work, your last resort is to change your php handler to suPHP from mod_php. If it works at 0644 then it will definitely work at 0755 or 0777. So you must have changed something else that fixed it. Changing to 0644 and having it work was just a coincidence.
